Short at fusible link to junction box

Short at fusible link to junction box. No low beams. Changed light switch, and two new headlights. I cannot find no relays, fuses, etc.

If the headlight switch was defective, you would not have high beams either. Have you considered the dimmer switch? If that does not pan out, or if you want to do some testing first, which is the way professionals would approach this, do you have a voltmeter or test light and know how to use them? I will dig up a wiring diagram if necessary.
