scan tool does not link up

I've tried 3 different scan tool . None could link up . Linked up fine before i did this, Don't know if this would be reason , but check engine light always on . I used Seafoam may and be not to manufacture instructions but check light went out never came back on . But it shouldn't be off , light should be on , there's plenty of reasons to be on , that's another story . Is my computer going bad? or is already done? it doesn't know that yet ,lol. Help please.

Hi,

Does the light turn on for a few seconds when the key is first turned on?

If you are not able to make the scan tool work, first check pin 16 in the DLC to see if there is power. It should have 12v all the time. (see pic 1)

If there is no power, check the OBD fuse (7.5 amp) in the underhood fuse box. See pic 2 for location.

If you have to check the fuse, first make sure it is good. If it is, confirm there is power to and from it. Here is a link you may find helpful:
