The heater is not blowing hot air?

Runs at normal operating temperature (190). Both sides of the heater core feel the same temperature. I have disconnected the hot/cold actuator on top of HVAC unit and switched to either side manually. Still no heat. All vents blow out regardless of the settings from floor to vent and defrost.

When you say "Both sides of the heater core feel the same temperature" do you mean as hot as the radiator hoses? You may have a heater core that is plugged up or the mode actuator is not working. here is a guide to help us fix it and I have included the mode actuator location so you can check it out:

Both sides of the heater core are hot. I have disconnected actuator lever to move door manually still no heat.

That is what has me stumped regardless of which vent is blowing should have heat when blend door is shifted.

Yes, it should you may have a clogged heater core, try to remove the hoses and blow through it with a garden hose to see if that helps. Also, let me know of the condition of the coolant that comes out of the core. You may have a temperature blend door that has broken internally.
