Did you have this problem before replacing the pump? If you hear the pump run for one second when you turn on the ignition switch, there is a good chance you have not put enough gas into the tank yet. Fuel pumps usually sit in a bowl that is kept full of fuel so it does not run away to the side of the tank when going around a corner. Very often that bowl does not get fuel dumped into it from the filler tube. You have to add enough for it to overflow into that bowl, and that can take up to ten gallons. Once the engine is running, the fuel returning from the pressure regulator creates a venturi action to draw fuel from the tank up into the bowl to keep it full.
Also be aware that Ford has had some issues with dry-rotted rubber fuel line inside the tank. If you replaced the entire assembly and housing, this is not a concern. If you just installed a pump into the old housing, there might be a hose that is leaking. Depending on where that is, the fuel being pumped can leak right back into the tank, or the pump can suck air instead of fuel. That sucking air was more of a problem on Ford cars, not the trucks. The clue was the engine would run fine with at least three quarter tank of gas or more.
