Hello. so, even with a wire running 12 volts to the fuel pump you have no fuel pressure. If that's the case the only thing left is a bad ground wire on the fuel pump. And if the fuel has a good ground to the chassis, and you're sure it's good. Then there must be a bad ground from the chassis to the battery.
Do you have a fuel pressure gauge on the fuel line at the throttle body, or are you just going by watching the fuel injectors? If it's a lack of injector pulse, that's a different story.
You can check the injector pulse by attaching your test light to battery positive and as you can see in the diagram below, the 2 fuel injectors are powered on the red and white wire, the dark green wire and the dark blue wire is the fuel injector control from the ECM.
Your test light should flash touching those wires going to the ECM if the test light is attached to battery positive. The ECM will ground the test light and it should flash. Thats your fuel injector control.
But if it is just a pump issue, if there's 12 volts there then it has to missing its ground wire. Try running some other ground wires to battery negative from the chassis and see if you get the pump to turn on.
