No fire when it's below 32 degrees

My car has no fire , but turns over, replaced cold start injector. I have to shoot starter fluid on top for it to start when cold, what am I missing?

if it runs on starter fluid then you've got fire. put a funnel in the gas tank and have some one key the vehicle on while you put your ear in the funnel. youll hear a hum if the pump comes on.
