Will not switch to defrost?

Will not switch to defrost. The actuator gear is turning all of the way. This gear turns a white gear which cycles through floor, vent and defrost. When I move this white gear by hand it does cycle from floor to vent but no defrost. When this white gear is at the end of its travel.Is there another door that is supposed to open?
