Van was working fine, couple lights were burnt out in cluster. I removed cluster changed bulbs reinstalled cluster and only the theft light comes on. Turn the key to start position and theft light turns off and will not crank. All other lights and door locks work.

Pull the cluster and check that the plug does not have any bent pins. Ford uses the cluster to control multiple systems in their vehicles, anti-theft and key recognition being two of the big ones. If the pins look okay, disconnect the battery and let it set for twenty minutes, reconnect and see if it rebooted and now works. If not you will probably need a shop with a good scan tool that can talk to the cluster and see what it shows as a problem.
