Code P0562, no crank no start battery is good I also replace starter?

Hi, I am working on dodge caravan 2017 no crank no start battery is good I also replaced the starter but nothing. I got one code P0562 low voltage code I cleaned all terminals and got good voltage at starter and getting 12v at ignition terminal on starter I check all Fues all okay, I checked all relay and I tried to disconnect alternate nothing works.
But I find there is no negative voltage at ASD relay and no voltage at ASD Fuses
Where can I look next I don’t have wiring diagram it looks like PCM but I am not sure.
