The alarm is deactivated by turning the key in a door lock cylinder. If that doesn't work in the driver's door, try the passenger door. When it won't turn off from one door, the most common cause is broken wires between the door hinges. It's also possible the linkage from the disarm switch to the lock cylinder is disconnected, but that happens more when work was done inside the door.
On my '93 Dynasty, if the battery is disconnected, it goes into theft mode when it's reconnected, but it doesn't sound the horn. Only the parking lights flash. You still turn the system off with the key in the door cylinder. I think that was the same for '92 models. The lights will stop flashing after three minutes, but it will still be in theft mode. The typical symptom then is the fuel pump only runs for the first one second when the ignition switch is turned to "run". That is enough time to build enough fuel pressure for the engine to run for about two seconds, then it will stall. The fuel pump doesn't resume running during cranking until it's out of theft mode.
Let me know if that helps or if we need to diagnose this further.
