No cluster power or OBD2 power

I am working on this vehicle Gorwa company and they told me that while driving smoke had came out of the far passenger side vent. Not alot just enough to notice. So they thought they had fried wiring inside dash because it was blowing fuses. One fuse inside van and one under the hood. The fuse inside was the cluster/HVAC fuse ten amp mini. The one under the hood was the blower motor top speed fuse. Blower motor has five speeds and if you turn it to five it blows under the hood. Now that I have removed the blower motor and resistor its no longer blowing fuses. But the cluster has no power at all and the obd2 port has no power as well. I have inspected all the wiring and have not been able to find anything like that nor does anything even smell like burnt electronics. I am trying to find out what directly powers these things because there is no relay for it and the fuse for the cluster powers the hvac controls fine. I am at a loss and need help with leads or hoping someone else has had this same problem and repaired it. Please help

There are a couple of fuses for this in under hood box also a relay. See pictures also due to wires being disconnected may be why no power to aldl as one from heater goes to it.
