Just put on new master cylinder. it said do not bench bleed. have no pedal and no pressure at bleeder valves.

What said to not bench-bleed it? How do you expect to get the air out?

Have seen the same warning on a couple master cylinders. I ignore it.
Either pull the master back off, bleed it and then bleed the rest of the system, or pressure bleed the system (you could try gravity bleeding but you may still end up with air in the master).
