No air or smoke coming out of exhaust

Car will not go any faster than twenty five mph on the road. smoke coming out of hood instead of exhaust pipe. Very rough going in reverse and drive and takes a minute for it to kick in gear. Could it be a stopped up catalytic converter or something else?

Sounds like a plugged exhaust or failed turbo or both. A back pressure test would show what is going on. I would not drive it until you get things repaired as it can easily damage the engine and turbo if it has not hurt them already.
