No air blowing

I can hear something trying to work, but no air blowing heater or air conditioner. Checked fuses and relays all good. Also, headlights low beams not working. Recently replaced radiator hot fluid sprayed on wires. please help.

headlights may be bad bulbs, ground or the rly coil fuse inside car, so check that with a test light. for heater pull meter fuse for sixty seconds with key then reinstall it may reset actuators otherwise you may have a bad actuator. if fluid is spraying on wires then a clamp is not tight or a hose is leaking pressure check coolant system. See picture for heater.
