Yes, I would remove the actuator and move the blend door by hand to see if it works, it could be dislodged internally which a new actuator would make no difference, also once the actuator is off leave it plugged in and turn the system on to see if the actuator is responsive. I have included the location of the correct blend door actuator in the diagrams below just in case you need it. This guide can show you what I mean:
