Car got stuck in park. Used key to move shifter and now only has 1st and 2nd gear.

Good morning,
Do you mean you can shift to drive and no further?
This sounds like the shift cable is seized internally.
I attached the procedure for you of the replacement below

No, the shifter works fine the transmission will only start out in second gear and not shift into third, or d4. I just got the VSS replaced. I've put a JDM f2.3 VTEC engine in and drove about fifty miles. The harmonic balancer loosened, and the belts jumped. Parked the car and realized what happened. Then I drove home. About two miles. Put the balancer back on. Now the transmission won't shift. Reverse works and second gear. I've tested the solenoid and the seam okay.

Also, no transmission codes come up and the check engine light stays on when doing the paper clip diagnostic.

I attached the location of the transmission position switch for you.
See if there is any damage to this switch.

I was dirty so I cleaned it. The shifter lock has to be pushed to get the shifter to move.

Cleaning does nothing. It is not reading correctly and must be replaced.

Okay, so far, I have done the drain and fill. I have replaced the VSS and TCM. I have 2nd gear and reverse. 3rd and 4th gear acts like neutral. All gear position lights work properly.

So physically you can move the shifter, but the transmission does not respond, correct? I have seen the counter shaft speed sensor cause strange issues. The fluid is not full and not burnt, correct? Here is the sensor location so you can make sure it is plugged in. Check out the diagrams (below). Let us know what happens and please upload pictures or videos of the problem.
