2005 Nissan Sentra steering wheel vibration

my nissan sentra is vibrating when i go around 65 + mph and the car also shakes when i apply the brakes at 65+ it will make some annoying sound from the brakes more like brake grinding noise
this started happening after i got my front brakes done changed the rotors and brake pads, i also got the tires in the front changed to 2 spare tire and got the balancing and Wheel Alignment, brake fluid flush and power steering flush.
i took it back to the shop i got this done he told me the sound is because the brakes are new. n the vibration is because the tires are used n one of them is uneven.
so i took the car to another shop n they told me maybe its the balancing so they did the balancing n i told them to check all the wheels n see if is it beacause of the tires the vibrations is coming n they said the tires are fine.
Any suggestions would be most helpful...

could be the wheel balance is out ,, or the tires are bad .. or wheel rim is damaged !
