2002 Nissan Sentra air conditioner not blowing enough

My A/C isn't blowing hard enough. When it is set on 4, it feels like it is on 1. I had the freon refilled, so that isn't the problem. Any ideas? Someone suggested the cabin filter might need changing.

A clogged cabin filter would restrict the air flow from the blower and that should be the first thing to check.
