After recently passing inspection, I noticed my check engine light came on. Stayed on for about 24 hours until I filled up gas tank. Light went off. Pattern repeated until I noticed the metal flap in the filler neck was missing. Placed a small rag between gas cap and nozzle hole and light stayed off. Removed rag for fear of falling into tank brought chk engine light back on. Any chance of repairing the metal flap without replacing entire fuel tank or filler neck? How?

Not that I have heard of. Those usually require replacement of the entire filler neck assembly. Take a good look at the o'ring around the gas cap to see if it has any cracks, a rag wont stop anything from escaping, it is a sealed system probably coincidence
