I have fuel pressure, the #4 plug is fouled bad, the #3 plug fouled, the #2 plug is kinda fouled, the #1 plug is perfect, all injectors are working, the only idea I have is the fuel pressure regulator.

What kind of shape is the cap and rotor in?

Are you getting good spark to the fouled cylinders?

I Am Getting Good Spark To All Cylinders, I Took Out All The Plugs And Turned The Motor Over, When I Looked Down To At The Top Of The Pistons, The #4 Cyclinder Was Full Of Gas, The #3 Cyclinder Was About Half Full And The #2 And #1 Cyclinders Were Dry, Could It Be The Injectors

It sounds like 1 & 2 are fine and combustion is happening there, 3 & 4 have spark and fuel but no compression. In which case I would compression test those two cylinders of interest, but would do all four for comparaision. Normal is 192 psi, Minimum has to be 164 psi, there can be no variance of 14 psi between them.

After re-reading, I may have mis-read. You cranked after the plugs were out. IF that is correct, then you may be on the right track, except for this. The # 1 plug is clean, the 3 and 4 are the worst showing rich conditions. The rich condition matchs the massive fuel in the cylinders. I would still compression test and get new plugs in there.
