1990 Nissan Sentra Not passing emmissions

1990 Nissan Sentra 4 cyl Manual

Do you know what could be causing my car to not pass emmissions? I have already replaced the catalyc converter and have a brand new o2 censor and it still will not pass. I have taken it to 4 different mechanics and they dont know why it hasn't passed either. Desperatley need help.

I don't know whats wrong with it, but I have a 97 and i know it runs kinda dirty. Clean the throttle body, replace the air filter, the fuel filter, run a bottle of fuel cleaner through the tank, and fill the tank with premium fuel before you go in for inspectiion. That may pass you.
