1997 Other Nissan Models windshield wiper inconsistent

There's a few things going on. Sometimes when I turn the car on the wipers go on. Then there are the few times after I turn them on I can't get them to turn off. Sometimes the intermittent selection doesn't work. Sometimes the washer fluid doesn't eject when pressing the button.
