My steer wheel feels likes it want to lock and sometimes is very hard to turn the steer wheel what is wrong

Need to inspect your power steering fluid.

the steer wheel fluid is just a lil below full what else could it be i add some but still hard when i try to come out parking or when make a full stop and turn etheir way

Power steering pump may be going south. You hearing any squeals or noises from any of the belt driven components?

If the fluid is full, have the rack and pinion checked. I have seen them begin to bind making it hard to steer.
