2002 Nissan Maxima Blower stopped working

My fan heater is not working. I have 3.5 volts coming to the fan. I just changed the relay and it didnt fix the problem. I also removed the blower motor and hooked it to the battery and it works fine. I also have twelve volts going into the relay switch. It is a normally open switch. What else could it be?

check heater control switch to ensure they are working properly
