1997 Nissan Maxima Heater Fan Switch

On my 1997 Maxima SE the fan only works when it is set on high or number 4. When it is set any lower it does not work. What needs to be repaired, the fan?

Blower motor resistor, next to the blower motor, behind right side of dash.
