1996 Nissan Maxima Rack n Pinion

Hey guys I want to know if the rack n pinion is the reason of making a noise when i stop at an intersection. It makes a noise like its rubbing with something or scratching. Also the control arm bushings are broken too. I recently lost my job and i cant afford a repair like this. Could it be a one small thing causing the noise? Thanks for your time.

Check power steering fluid
rack and pinion don’t make noise
steering would be difficult to steer and or leaking from seals
since you know about the bushing than you should be doing that 1st
