Within the past week my car has been pretty loud and shaky when it idles. It starts a little bit sluggishly and it loses performance at higher speeds, around 70 mph. After this occurred, I took it in for the 120K tune-up and had new spark plugs added, belts changed, etc. and the problem still exists. I was told that I needed a new fuel filter, but they didn't have one in stock. Is a bad fuel filter the cause of this issue?

If the fuel filter is clogged, you will lose performance and will idle quite funny as there is not enough fuel going into the combustion chamber. But I suspect you have more than just fuel filer problem.

Go ahead and replace the filter, and advise us if the symptoms still exist.
