My son tried to start the car and got a ticking sound while the starter was turning which turned out to be the anti--theft. Once the anti-thift was turned off the car would not start and there is a strong smell of gas under the hood. Will the spark plugs have to be changed. Any thoughts on what the problem is?

Check the spark plugs to see if they have flooded out and if they are a black color. If yes then yes replace spark plugs because they have fouled out. Also if it has been a long time since they have been replaced it wouldn't hurt to replace them anyway ;)
