1992 Nissan Maxima speedometer not working

I just replaced the vehicle speed sensor and my speedometer still not working. Sometimes it works most times when im driving it stays at 75-85 mph when im driving at 45 mph also i notice when i hit about 55mph then it will work like normal but most times it stays at 85mph or all the way pegged out should i replace the instrument cluster please help
