1991 Nissan Maxima Fuel Pump and Starting Problems

I have a 1991 nissan maxima. One day the car would just not start. It has a brand new battery and would turn over very strongly it would just not fire. I had it towed and the place i took it to said it was the fuel pump. they installed a new one which worked fine for a few days. Then the car was having problems starting after a few tries it would then diseal for a second or two and then start. We put in an additive to remove any water from the gas, and for another day or two it worked again. Now it once again will not start turns over but nothing. I can hear the fuel pump, the sound changes slightly but it is doing somthing. Any ideas?

Lets take out the fuel system-check the fuel pressure with and w/o the pressure regulator then comeback with the readings this is where we start.
