No trigger signal from ECU?

The vehicle listed above is a Sylphy G10I model. I recently changed the ignition driver chip on my ECU because it does not send trigger signal to cylinder 1. There was no voltage recorded (O-volts while others were 0.1volts and working fine).
After changing, cylinder 1 has signal from the ECU (0.1volts with the others) but it does not trigger higher voltage (1-5 volts) to the ignition coil when I start and run the engine. All other cylinders are working fine as normal.

The fuel injectors run off of 12 volts which should be on constant with the key on. The ECU grounds the circuit to trigger the injector. This guide can tell you more about the system and how to run the tests.
