Speedometer not working properly

My speedometer, moves up fast to 40mph and stays at 40. When I reduce speed it moves down slowly but not to zero until the ignition is turned off. What could the problem be? 1993 nissan altima with 266,000 miles 2.5L

Check the vehicle speed sensor on the tranny.
