its like the shifter is locked out or on a kill swith an want come out of gear

Do you mean you can't shift out of park? If so, do your brake lights work? Check fuses 12, 20, 21. If those are all good then you need to see if you are getting a control to your shift lock solenoid that is under your shifter. You should have a manual shift lock button to unlock. If you push the button down does the shift move?
