2002 Nissan Altima temperature gauge

My temp gauge bounces from medium to hot with the a/c on or off. I've got clean fluid, both hoses are hot and the car doesn't smell like it's over-heating. Belt look good and is not sloppy and it doesn't squel.
1. Could the sensor be bad?
2. Temperature valve bad?
3. Bad Temp gauge

I hate to drive it and blow a head gasket and warp the head.
