1998 Nissan Altima No brake pedal

I have a 98 altima and I have done fronmt brakes and rotors cleaned calipers rear brakes and brakes springs and cleaned thouroughly and bleed several times. It seems like there is no brake pedal. It stops but it is scary and it does not leak fluid. What could it be? And there are no brake lights on at all. They come on when I start the car but go off.
