Blower resistor location for replacement

What would cause the blower for AC to work only on the 4th speed. The highest speed. Lower speeds do not work at all.

The usual problem when ac air or heat doesn't flow from the vents even when turned on is a bad blower motor resistor. also, when bad, the switches will start to not work in lower settings and the higher will continue to work most likely because of a thicker coil for a higher control setting that hasn't been burnt out.
the pics are that of an altima but are typical of the flocks.
naturally the resistor is located next to the blower motor, under the glove compartment, and held by 2 bolts.
they are easy and cheap to replace and can be gotten cheapest by rockauto.com

My sons Altima heater fan only runs on highest speed. Also does the same for A/C. Any ideas? OK thanks, but how do I locate the blower motor housing?
