1994 Nissan Altima speedometer inoperative

I have a 1994 altima with heads up display. The speedo is not working, the previouse owner replaced the instrument panel cluster and the ecm, then gave up. With a scan tool you can read the miles per hour, so I think the vehicle speed sensor is ok. Not sure where to go with this? Any help

How can the VSS be good when the vehicle is not moving-the VSS is on the transaxle it has to generate a signal before the computer knows the speed of the vehicle. Better check it remove it and spin it-speedo needle should fluctuate

The vehicle runs and drives, with a scan tool hooked up and driving it shows speed, thats why I thought vss was ok

Have you taken it out and spin it if so might be just the speedo out of calibration

Well, I pulled the vss and spun it - absolutely nothing, I plugged in a new vss and the same results. So, now there is a new vss, ecm, and dash cluster - if its calibration, how do I do that? Thanks for any help.

Dash cluster-This are you talking about the speedometer assembly-recommend you check the wires for shorts/open
