what is a rocker arm and is there one on the 300zx? and how safe is it to drive ther car if something like the rocker arm is going out?

A rocker arm is the lever between the camshaft lobe and the valve. If it is going out the internal noise from the engine is a warning not to go too far or the car might strand you.
