1995 Nissan 240SX Changed starter but engine won't start

Just changed the starter; engine started once; but won't after consecutive tries; all you hear is the starter whining; what could be the problem.

You may just have a bad starter off the shelf.
There is also a possibility that the ring gear/flywheel have missing teeth. So the starter has nothing to engage with.
If you remove the starter you could test it on the bench and then you could carefully inspect all the teeth on the flywheel while the starter is out.
