1991 Nissan 240SX Help with smog results

Need some advice with the smog result and probable fix to be done on the car.

15MPH 1755RPM 14.7 CO2% 0.3 O2% 81 HC(MAX 118 AVG 31) 0.61 CO%(MAX 0.75 AVG 0.10) 79 NO(MAX 799 AVG 237)

25MPH 2784RPM 15.0 CO2% 0.1 O2% 24 HC(MAX 93 AVG 20) 0.20 CO%(MAX 0.63 AVG 0.09) 74 NO(MAX 738 AVG 199)

Though I did pass the "Enhanced California smog" test it can be seen that the HC and CO are inching towards the ceiling in low RPM case.

If both HC and CO are high, the vehicle may have a bad catalytic converter or an air pump problem
