Night time Running lights do not work?

2010 TOYOTA PRIUS

All fuses working Interior lights work Brake lights and reverse lights work Turn signals work, emergency flashers work. I do not have nighttime running lights, why?

Looking at the wiring diagram it looks like they share a fuse and a relay. I would start with a simple test lamp and with the lights on check for power at both ends of the Tail light fuse in the junction box at the left side of the dash. If there is no power to the fuse, then it is likely the relay. Replace it and see if the lights return.
