Torque converter lockup solenoid circuit code

Engine light on, gears sometimes rough. Was told car gave "torque converter lockup solenoid circuit" and that I need to replace transmission as the solenoid is an integral part of the transmission. Is this true?

the solenoid is part that attaches to valve body. However the solenoid may be working and it is actually the torque converter that is bad. a transmisison specialist should check this out, but do not be surprised if he tells you to rebuild the whole transmission due to age and mileage. see picture
