When changing starter cable grounded when attaching positive cable. Battery cable connected correctly on starter, the other cable grounded.

Hello,did you accidentally attach the ground wire to the positive on the starter?

No,no starter has 2 wires attached to it. One from battery has plastic housing, it supposed to go on first. The other wire powers all else,this one was touching the starter. When I touched the positive cable to battery it grounded.

Well if any power wires touched any metal you blew a fuse, so go through all of the fuses under the dash board and in the engine compartment. Use a test light and check both sides of every fuse and make sure none of them popped.

Diagnosed code is p0700. Figure I burned ground wire. I don't know where to check.

The p0700 code is a transmission malfunction code, so I would start by checking every fuse under the dash and in the engine compartment. You can do this with a test light connected to battery negative and touch both sides of each fuse with the key in the on position. Most likely it burned a max fuse. Check them all very thoroughly. I'm assuming this code just appeared when that wire grounded out. Let me know what you find.
