New Power Steering pump still steers like manual steering at start up

New Power Steering pump still steers like manual steering at start up.
I had a leaking pump and no time to replace it, so I took vehicle to reputable shop. The steering was fine before new pump installed, the pump was just leaking. After 1st pump was installed, on startup the steering acted as if it was a manual steering vehicle. Back to garage and the flushed the lines and pump. Still expierianced the problem. 2nd pump installed. Same issue. Flushed the system a second time. Still have problem. The garage installed a 3rd pump. Now Im asking for help. The original pump did not have any problems other than a leak on the pavement every day. 3 New pumps later, with flushes and I have this hard to turn wheel every morning after the vehicle sits all night. More so when really cold, but doesnt go away on mild temp days. Vehicle can be warmed up in A.M. And problem persists. After RPMs are increase the power seems to engage and its easy to turn the steering wheel like normal the remainder of the day. I Cannot duplicate after driving unless the vehicle sits over night. Have been tolerating the initial manual steering anoyance until I can figure out whats up.

Sorry for being long winded, trying t give the whole picture.

THIS HAS TO BE ONE OF 2 THINGS. EITHER THE BELT IS SLIPPING ON THE PULLEY OR THE PULLEY IS SLIPPING ON THE PUMP SHAFT. I WOULD THINK THE PULLEY IS YOUR PROBLEM WHEN COLD. ONCE IT SLIPS A LITTLE FRICTION CAUSES HEAT AND HEAT CAUSES THINGS TO EXPAND HENCE THE SLIPPING STOPS. THEY SHOULD HAVE NOTICED THAT BY HOW EASY THE PULLEY WAS GOING ON THOUGH. HOPE I'M RIGHT LET ME KNOW.

BEFORE REPLACING THE PULLEY TRY PUTTING A BOLT AND WASHER INTO THE PUMP AND TIGHTEN IT DOWN AND SEE IF IT HELPS.

It is definatley not a belt or pully issue.

Their is something causing a blockage then causing this. They need to keep flushing this until it clears.
