I cannot get the car to accept new key fob. How does the programming work with a MAC scout?

Programming fobs on that truck starts by having all the fobs you want added (up to 4 total) in the truck with you. They all need to be added at the same time, you cannot add one later. Then you use a scan tool and follow these steps. Two things they don't tell you, Roll down at least one window, just in case the locks lock, but won't unlock. The other is that the system is VERY fussy about the model of fob used.
1. Install a scan tool.
2. Turn ON the ignition with the engine OFF.
3. Build vehicle in scan tool. (Year, make, model, if it doesn't auto-scan)
4. Select Body Systems
5. Select type of radio. (look on build sheet for the correct RPO code)
6. Select Body Control Module.
7. Select Special Functions.
8. Select Program Key Fobs.
9. Follow the scan tool on-screen directions. (Usually it's something like select lock then unlock then repeat for other fobs within a set time)
10. After programming the last transmitter, Exit the system and remove the scan tool.
11. Exit the vehicle. Attempt to lock/unlock the doors to verify the programming.
12. Operate the transmitter functions in order to verify correct system operation.
