Installed new ignition lock with keys and trying to do the immo relearn process of 3 15 mins cycle on and off but having trouble.

If these are all new keys, you will need a scan tool that does the PATS (securilock) parameter reset procedure. GM uses a 3 step 30-minute reset process if you have new keys, Ford on the other hand requires a scan tool if all of the keys are replaced because the keys link to the PATS module itself that is built into the instrument panel. It's done this way just to prevent a thief from easily replacing the keys. I believe FORScan can do programming like this with the windows version and the extended license. Or a STAR or WDS unit from Ford. Some aftermarket tools can do it as well as many mobile locksmiths.
