After installing new front brakes, when driving slowly to come to a stop it feels like the brakes are locking up?

I installed new front brakes and now when I go slow and come to a stop, the pedal feels like it's locking up a little and the brake pedal pushes upward against my foot. The pads are ceramic..

I would make sure the pads are installed correctly without the metal backing plate of the pad against the brake rotor. The metal on metal will cause the ABS to kick on which it sounds like it happened, also do over this guide as well:
