Neutral safety switch location

The shifter is very hard to put into gear. Could this be a neutral safety switch? If so where is it located and how do we get to it?

The neutral safety switch on this vehicle is part of the range sensor switch. That isn't the problem. There was a technical service bulletin related to this issue. Here it is:

Subject:
High Effort to Operate Automatic Transmission Control (Gear Shift) Lever (Replace Automatic Transmission Range Selector Lever Cable Assembly and/or Automatic Transmission Control (Gear Shift) Lever Assembly)

Models:
2000 Buick LeSabre

Condition

Some customers may comment that it requires a high effort to move the Automatic Transmission Control (Gear Shift) Lever to a desired position. The high effort is required in either direction and frequently causes "overshooting" the desired position.

Correction

FOR VEHICLES BUILT AFTER THE FOLLOWING VIN BREAKPOINTS:

Plant VIN Breakpoint Orion Y4128912 Hamtramck YU143005

In August, 1999, an improved Automatic Transmission Range Selector Lever Cable Assembly was implemented into production in order to reduce the gear shift lever effort. However, as part of a continuing effort to ensure a high level of customer satisfaction a new Automatic Transmission Control (Gear Shift) Lever Assembly is now available from GMSPO. Replace the existing Automatic Transmission Control (Gear Shift) Lever Assembly with the new assembly, P/N 26056013 (without Traction Control) or P/N 26056014 (with Traction Control).

Important:
DO NOT reuse the Torx(R) head fastener. Install the shift lever with a new Automatic Transmission Control Lever Bolt/Screw, P/N 14094899. Install the control lever bolt/screw.

Tighten
Tighten the bolt/screw to 19 Nm (14 lb ft). Refer to the Steering Wheel and Column-Tilt sub-section of the Service Manual for replacement procedures.

FOR VEHICLES BUILT PRIOR TO THE FOLLOWING VIN BREAKPOINTS:

Plant VIN Breakpoint Orion Y4128913 Hamtramck YU143006

1. Confirm the condition and note the required effort.

2. Replace the existing Automatic Transmission Range Selector Lever Cable Assembly with the new assembly, P/N 25713786. Refer to the Automatic Transaxle-4T65-E sub-section of the Service Manual for replacement and adjustment procedures.

3. Move the Automatic Transmission Control (Gear Shift) Lever and note the required effort. Record the information and compare it to Step 1.

4. If the gear shift lever effort has not been sufficiently reduced to ensure customer satisfaction, replace the existing Automatic Transmission Control (Gear Shift) Lever Assembly with the new assembly, P/N 26056013 (without Traction Control) or P/N 26056014 (with Traction Control).

Important:
DO NOT reuse the Torx(R) head fastener. Install the shift lever with a new Automatic Transmission Control Lever Bolt/Screw, P/N 14094899. Install the control lever bolt/screw.

Tighten
Tighten the bolt/screw to 19 Nm (14 lb ft).
Refer to the Steering Wheel and Column-Tilt sub-section of the Service Manual for replacement procedures.

I've disconnected the gear shift cable and tried to move the gear select at the transmission it very hard to move. By doing this I've eliminated the cable and shifter it's internal of the transmission. Is there something in there something in that I can do and is that wear the neutral safety switch is?

If it is still tight, then you need to take it apart to determine the cause. Yes, the neutral switch is part of the range sensor on this vehicle.
