Yes, you will need to use a puller to get that off. However, I am attaching the exploded view of the column to see if this helps figure out how this comes apart. I am sure you could drill out the ignition tumblers and use a screwdriver but clearly if you damage the actual switch then it will not work.
What was the original issue that you were dealing with? Did you confirm the switch needs to be replaced? If so, then we will do what is needed to help you get it replaced.
