Need to press the brake to floor to stop

For my 2006 Camry (72K), I need to press the brake too low to brake or stop. When inspected at one store (PB) they mentioned to replace the master cylinder and to confirm did inspection at another store and they mentioned the issue is Caliper & rotors and no issue with master cylinder. Which could be the issue and why there are different opinions. pls respond. Thanks for ur time

The first thing I would check would be the rear brake adjustment. If they are out of adjustment, this problem can happen. As far as the calipers, they won't cause this unless the rubber brake hose attached to them is expanding. Also, check to make sure there are no leaks.
